There’s actually a minimum diameter by plumbing code for pipes. I think it’s to avoid them getting clogged by buildup of lime scale?. Smaller pipes mean less cold water to flush out before you get hot. Have a coworker who replumbed hot water to his sink with 1/4” tube for fast hot water, but again. Definitely not to code.

Faucets are rated for a certain flow rate usually in gallons or liters per minute. If that flow is less than the volume of water held in storage between the faucet and water heater then it’s just a matter of simple math to see how long it will take your water to get warm. If the fixture has been used recently then the water might still be warm and if the fixture has an aerator full of debris it’ll take longer.

You’re waiting on 2 things. 1 for the hot water to come from tank to faucet. 2 you’re waiting for the tank to be able to heat up the water also, while this is a quick thing usually it’s still a thing you’re waiting on. So while water moves from the tank to the faucet rather quick it takes a little bit for it to be hot water thats getting pushed.
