Since it is obviously a bad strategy for actually making players stay with the game when it’s something completely different than advertised I can only assume the ad is done by someone else than the game.

Like, ad agency gets paid for each user they send to the appstore via clicking their ad, and not for people who actually end up spending money in the game.

Since there are almost equal ads for different games I assume they are mass produced with interchangable graphics. So you get clicks without investing a lot.

Theres a theory called Variable marketing theory which basically states that a product will never be as good as the consumer expects it to be. It goes into the benefits of marketing a product as either better or worse than it actually is and the psychology of what a person thinks when they view a product as either better or worse than they first assumed.
In mobile gaming the whole platform of content delivery has changed, products can be consumed and discarded in minutes and so the marketing of these products has also changed; by making a product seem worse or entirely different than it actually is (fake ads) it removes the negative psychological effect of variable marketing and breaks the consume-discard cycle of app-based production design.

You attract users to your game using ads that show much better gameplay than you can provide. Good gameplay is expensive, but a 5 second ad is cheap to make. Then when tens/hundreds of thousands of people download your app, you can market yourself to in-game ad companies. It doesn’t matter if they only open it once, see an ad and no gameplay, then uninstall; these companies only care that you saw the ad.
