Pimples are the result of your pores becoming clogged with excess oil (sebum), bacterial waste, or other material like small dirt particles. The pores all over your body have sebum-producing glands called [sebaceous glands](https://en.wikipedia.org/wiki/Sebaceous_gland). These glands are more prevalent in the face and scalp (and non-existent on the palms of hands and soles of the feet). Since the face has more sebaceous glands, you have a higher chance of developing pore blockages in that area.
As noted by other commenters, pimples _can_ be found anywhere. However, facial skin is oiler than other skin (for a discussion of why, see this discussion: https://www.reddit.com/r/askscience/comments/rsg96/why_is_face_skin_so_much_oilier_than_other_parts/) . Since excess oil & dirt is a major cause of pimples, it stands to reason that your face will be more prone to pimples than other locations.
