Seat belts on planes are meant to protect passengers from turbulence, which is an up and down movement of the aircraft. Restraining passengers at the waist is sufficient on an airplane. Seatbelts in cars are meant to protect passengers in crashes which are primarily front/back/lateral forces. In a car the torso benefits from the additional third point of restraint.
