Why is alcohol measured in ABV instead of the size of an actual measurement, like they do with marijuana products?

Because THC is something that’s added in a specific quantity. Alcohol is something that’s added as part of a process and the alcohol changes during the different phases of that process. It’s impossible to know the exact amount of alcohol in terms of liters or any other measurement but they can give a reasonable estimate based on when and how the alcohol was applied in the brewing or distillation process.
